Non-State Capital Project Budget Approval Process and Guidelines
In accordance with Regental Policy, capital projects which are:
- - Funded in whole or
in part with Non-State funds; and/or
- - in excess of $400K; and/or
- - Externally financed;
Must be submitted to the UCOP Budget Office for approval as detailed below.
General Overview
The Non-State Capital unit of the UCOP Budget Office processes all such non-state
funded capital project budget approval requests. We also process certain State-funded
project budget approvals designated for review at the UCOP (or higher) level.
Examples of such projects include California Institutes For Science and Innovation
(CISI) projects, projects supported with SB 1953 funds, and projects supported
with Presidential funds (e.g., certain child care facilities).

If in doubt, check with either the State or Non-State Division
prior to developing your submittal.
Non-State Capital Project Submission Guidelines
The following are the typical steps for preparing a project budget request
submittal to Non-State Capital:
- Finalize the project cost and funding sources;
- Determine the required level of approval;
- Reviewing the timing requirements for your
submittal;
- Download the checklist;
- Write the "Action" section
of the submittal;
- Download and insert the Key into
your item;
- Write the text (Description, Background, etc.) of the Item;
- Incorporate any standard language as required or appropriate;
- Consider comparable projects. You should contact OP
Design & Construction Services to discuss similar projects; and
- Prepare any required financial backup documentation.
IF YOUR PROJECT INCLUDES ANY STATE FUNDING, PLEASE CONTACT
THE STATE CAPITAL STAFF AT LEAST 45 DAYS PRIOR TO SUBMITTAL OF THE PROJECT TO
NON-STATE CAPITAL. FAILURE TO DO SO MAY DELAY YOUR PROJECT BY 60 DAYS OR MORE.
