Budget and Capital Resources, under the direction of Vice President Patrick Lenz, supports and provides recommendations to the President and the campuses in the effective utilization, allocation, and management of systemwide resources. The department:

 


Deborah Wylie
Associate Vice President - Capital Resources Management

Capital Resources Management: under the direction of Associate Vice President Deborah Wylie, the department provides systemwide leadership and campus support in the following areas: capital budget strategy, policy, and recommendations to the Regents and the State of California; capital project design and delivery strategies, policy, contract development and training; design professional selections; building/safety code and regulatory issues; land use and site planning, long range development plans, CEQA compliance and environmental documents; sustainability; and real estate transactions.


Debora Obley
Associate Vice President - Operating Budget & Facilities Management

Under the direction of Associate Vice President Debora Obley, the department provides systemwide leadership and campus support in the following areas: development of the University's annual operating budget requests to the Regents and the State of California consistent with the policies and priorities of the Board of Regents, including budget strategy recommendations, long-range budget projections, budget policy analysis, and consultation with faculty, staff, students and other constituencies on planning issues, resource needs, and budget priorities; advocacy in support of the University's budget, including strategy development, preparation for legislative budget hearings, and representing the University in responses to requests for information from staff in the State capital; management of University operating resources, including recommendations and implementation of decisions related to the allocation of resources to the campuses, monitoring campus expenditures of all funds, reporting of budgetary outcomes, and assisting the Chancellors and other campus officers in addressing planning and budget issues; leadership and campus support for facilities operations/maintenance/renewal, utility matters, energy utilization; and strategic planning for the University's long-term resource needs.
